While you obviously can’t make calls if you’re completely disconnected from the cellular network, Siri doesn’t actually need an internet connection to figure out how to initiate a call. Like sending messages, Siri will recognize all of your contact names, or you can simply recite a phone name.
This is particularly useful in situations where you might have perfectly fine cellular voice coverage but no data coverage. Before iOS 15, you’d have to place your calls manually in this case, but now you can just Siri to place the call, and as long as your phone is capable of making a call, you’ll be good to go.
Naturally, this won’t work if you’re in Airplane Mode — in that case, Siri will ask you to turn that off first. If you simply have no cellular signal, on the other hand, Siri will still attempt to place the call for you, and leave it up to the Phone app and your cellular carrier to decide whether it actually gets through or not.
